What Is a Frozen Pension?
A frozen pension is a UK state pension that does not receive the annual inflation increase once the pensioner moves to certain countries, Canada being one of them. This means that over time, the value of the pension erodes, leaving retirees with less and less purchasing power.
This policy dates back decades and affects more than 100,000 UK pensioners living in Canada, all of whom paid National Insurance contributions as did those whose pensions are fully indexed. Despite years of advocacy, this unfair policy remains in place.
Who We Are
The Canadian Alliance of British Pensioners (CABP) is a non-profit organization working to end the injustice of frozen pensions. We advocate on behalf of UK pensioners in Canada, providing both a strong collective voice in Ottawa and practical support for individuals navigating the UK state pension system.
We:
Advocate on behalf of UK pensioners living in Canada, giving them a strong collective voice with decision-makers, MPs and Peers in the UK Parliament.
Educate and support pensioners by providing clear, reliable information on how the UK State Pension works, how to apply, and what steps can be taken to maximize entitlements. From navigating pension forecasts to helping to solve payment issues, CABP ensures members have access to the knowledge and guidance they need.
CABP is an international partner in the End Frozen Pensions Campaign (EFPC) and works closely with British Pensioners in Australia (BPiA), uniting frozen pensioners’ voices around the world under the branding of End Frozen Pensions.

2024/2025 Campaign Work
This past year our campaign responded to major political shifts in both the UK and Canada, focusing on visibility, parliamentary engagement, and impactful advocacy. We met with over 75 UK Parliamentarians, marked Anne Puckridge’s 100th birthday with a high-profile UK visit, and coordinated joint parliamentary letters to press for policy change. Over the past year we have engaged with four new Pensions Ministers in the UK and four in Canada, we continue urging both governments to end the discriminatory frozen pensions policy by establishing a reciprocal social security agreement.

More than 90% of the ‘frozen’ pensioners live in Commonwealth countries, many in Australia, Canada, South Africa and New Zealand, but also India, Pakistan, Bangladesh, many Caribbean islands and all African countries. These are shaded in red in the map below. The countries where the pension is increased each year include the USA, all EU countries, Barbados, Bermuda, Israel, Jamaica, Mauritius, the Philippines. These are shaded in blue.
